I updated the title of your question because the one you entered was far to vague and failed to described the context of your request. "Conditional stop order" was the original. Please be sure to use more descriptive titles to assist the rest of our viewers who are searching for a similar solution.

Everything needed to construct this is available without writing a single line of code. All except for the "high of day" element. The "high of day" is not known until the end of the trading day. Unless you live in a universe where time flows backwards or time travel is permitted.

The time component is set on the main page of the Conditional Order.

The Bollinger Band element is constructed using the Condition Wizard. Learn how to use this tool in the following video tutorial:

Screenshots below shows the basic steps to set this up.

Thanks Pete. What I was looking for in TOS was the equivalent of Tradestations's inbuilt HighD(0) that is updated in realtime. Another part of my question was a buy stop. Could a buy stop be set to trigger at a break of a known value say yesterday's high? e.g. buy stop 100 shares at yesterday's high.

yes, that does not require a conditional order at all. Just manually input the order at the level you require. When you place the order yesterday's high is clearly available so there is no need to write special code for that.
