New all time high or within 15% of new all time high

Is there a way to scan for stocks that are making new all time highs or within 15% of new all time highs?

I would like this scan so as to avoid stocks having overhead resistance levels.

There is a two year limit for historical data in a scan. This is a platform limitation that cannot be overcome. There is no workaround. We cannot build a scan for all time highs beyond the two year limit.
